Why is it not possible to acquire data anonymously?

You are not allowed to acquire data anonymously. When establishing the license, the provider and acquirer are required to know each other’s respective identities. This mutual recognition enables:

  • The provider to decide whether or not they want to provide the data
  • The acquirer to better evaluate the value of the data, based on the provider’s profile

Can another organization acquire data for me?
Yes, on the condition that the provider grants the acquirer the right to sub-license, enabling that acquirer to transfer the data to a third-party.

In the license, the provider may require prior consent regarding the identity of the third-party organization using the data under a sub-licensing agreement. In that case, the end user of the data must be known by the provider.
